I suspect the HDMI to VGA adapter is not providing any EDID data, so the Raspberry Pi OS may be defaulting to a resolution that cannot be displayed. The diagnostic screen probably has a default that can be displayed okay.Plugged via VGA through a micro HDMI adaptor
You will likely need to manually set a sensible resolution (as you've tried), however:
Tried safe graphics.
Tried HDMI group 2.
Tried HDMI modes.
